A Facility Location and Allocation Model for Cooperative Fire Services

Designing efficient urban fire service systems is of crucial importance as prompt responses to emergencies and accidents can drastically reduce property loss mortality. To achieve these goals, holistic location-allocation models for cooperative services must consider multiple factors, such station size, vehicle quantity, type, response time, reliability, traffic condition. This paper proposes a mixed-integer linear program model that takes factors into account by using two coverage metrics: one related coverage, indicating the other time describing accessibility. Integrating metrics, full or partial (FPTVC) standard obtained characterizes efficiency services. A case study sensitivity analyses based on historical data from Hefei (China) are performed demonstrate relationships between proportion, rate, number, engine FPTVC, total budget. The solutions further analyzed GIS-based maps, which validate proposed help develop enhanced designs.
